To decide if an request can and should be served the module has to be informed about the amount of bandwidth available to upload data. This can be quite a different value to the download bandwidth on asymetric internet connections. To estimate the bandwidth in outbound direction the accesscontrol can ask the nodemanager to update the bandwidth measurement for the local node.
